Monitoring and Control of Structural Works in Government Road Construction Contracts in Nassarawa State

Government road construction contracts in Nassarawa State in the North Central geopolitical zone frequently involve significant structural engineering components including culvert construction, bridge works, and retaining structures that require systematic monitoring and control to achieve specified quality standards and programme objectives. This study examines monitoring and control mechanisms applied to structural works in ten government road construction contracts in Nassarawa State, evaluating the effectiveness of resident engineer supervision, materials testing protocols, progress reporting systems, and performance-based payment mechanisms. Contract documents, inspection registers, monthly progress reports, and payment certificates from the Nassarawa State Roads Agency were reviewed for each project. Structured interviews were conducted with resident engineers and contractors. A performance measurement scorecard was applied to assess monitoring effectiveness across five dimensions. Findings indicate that resident engineering teams were under-staffed relative to the scope of structural works in seven of the ten projects, with a mean ratio of one resident engineer to 42 km of road including structural components, compared to a recommended maximum of 1 to 25 km. Concrete testing frequencies averaged one sample set per 180 m3, against the specified requirement of one per 50 m3. Payment certificates were issued without formal quality clearance in four projects, removing a critical financial lever for quality enforcement. As a consequence, structural culvert and bridge works in six projects were found to contain non-compliant concrete and inadequate reinforcement cover without contractor remedy. The study recommends performance-linked payment provisions with quality hold points, strengthened resident engineering teams, and independent third-party quality audits at structural completion stages.
