Monitoring and Evaluation Framework for Reforestation Projects in River State: Lessons from Three Government Initiatives

Government-funded reforestation projects in Rivers State have faced persistent monitoring deficiencies that limit accountability, reduce learning, and contribute to high rates of project failure, yet systematic evaluation of monitoring frameworks across projects has not previously been conducted. This study develops and applies an evidence-based monitoring and evaluation framework to three government-led reforestation initiatives implemented in Rivers State between 2018 and 2023. A mixed methods approach combined document review of project records, field verification of reported planting achievements, and interviews with project officers, forestry officials, and community coordinators. A performance scoring matrix was constructed with indicators across five dimensions: seedling quality, site preparation, planting design, post-planting maintenance, and community participation. Field verification of 24 planting sites revealed that reported survival rates were consistently overestimated by an average of 28 percentage points compared to field-observed rates. Community participation scores were the lowest across all projects, reflecting tokenistic consultation rather than substantive engagement. Monitoring frequency and quality improved markedly in project phases that received capacity-building support. Based on these findings, the study proposes a standardised monitoring and evaluation protocol for Rivers State reforestation projects, including independent third-party verification at six-monthly intervals, satellite-based progress tracking, and community scorecard reporting.
