Network Analysis for Road Infrastructure Project Scheduling in Ogun State Using PERT and CPM

Project delays in Nigerian infrastructure development are a well-documented challenge attributable to poor planning, funding irregularities, and weak scheduling systems. This study applies the Programme Evaluation and Review Technique (PERT) and the Critical Path Method (CPM) to schedule a road rehabilitation project in Ogun State, South West Nigeria. Using activity-on-node (AON) network diagrams and data obtained from a state Ministry of Works project file covering a 14-kilometre road reconstruction, the study identifies the critical path, estimates project duration under optimistic, most likely, and pessimistic scenarios, and computes probability estimates for meeting the stipulated 18-month deadline. The analysis reveals a critical path comprising eight activities spanning 22 months under the most likely scenario, indicating that the project is unlikely to be delivered on time without intervention. Float analysis identifies non-critical activities where resources can be redeployed to accelerate critical tasks. The study recommends resource levelling, parallel execution of selected activities, and the appointment of a dedicated project scheduler. Probabilistic PERT analysis places the likelihood of completion within 18 months at just 31 percent, reinforcing the need for proactive timeline management. This research offers a methodological template for project managers in Ogun State and beyond to apply network analysis techniques, reducing the incidence of abandoned and perpetually delayed public infrastructure projects in Nigeria.
