Petroleum Sector Ethics and Professional Standards: A Review of the Code of Conduct for NUPRC Officials

This study reviews the ethical standards and professional conduct framework applicable to officials of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), assessing whether current provisions are adequate to prevent conflict of interest and regulatory misconduct. The effective regulation of Nigeria's upstream petroleum sector depends significantly on the integrity of NUPRC personnel, who are responsible for licensing, inspection, and enforcement decisions worth billions of dollars annually. Using a doctrinal analysis approach, the research examines the NUPRC code of conduct, the Public Service Rules, the Corrupt Practices and Other Related Offences Act 2000, and relevant international anti-bribery frameworks. Case analyses of documented NUPRC disciplinary proceedings and industry complaints from 2021 to 2024 are incorporated. Findings indicate that the existing code of conduct lacks independent enforcement mechanisms, revolving-door restrictions, and post-employment conflict-of-interest rules. The study recommends the adoption of a strengthened NUPRC ethics charter modelled on ICAC frameworks and overseen by an independent ethics commissioner.
