Policy Implementation and Local Government Development Programs in Katsina State: An Assessment of Health and Education Sectors in Funtua Local Government Area

This study assesses the implementation of federal and state policy directives in health and education development programs at the local government level in Funtua Local Government Area of Katsina State, North West Nigeria. Despite substantial policy frameworks governing basic service delivery, including the National Health Act and the Compulsory Free and Universal Basic Education Act, implementation at the local government level remains inconsistent, with wide gaps between policy intentions and actual service outcomes. Using an applied professional research approach, data is gathered from 100 respondents including local government health and education department heads, school administrators, primary health care workers, civil society observers, and state ministry liaison officers. The Policy Implementation Theory of Lipsky and the Street-Level Bureaucracy Model form the conceptual basis. Secondary data includes Katsina State Ministry of Education and Health Annual Reports and recent academic literature on sub-national policy implementation in Nigeria. Descriptive statistics and comparative analysis across the two sectors are employed. Findings are expected to show that funding delays, low bureaucratic capacity, and poor coordination between state and local tiers are the primary barriers to effective policy delivery. The study proposes a local government policy implementation checklist, sector performance score cards, and a state-local coordination protocol for education and health programs in Funtua.
