Professional Analysis of Housing Affordability Indices for Nigerian Urban Areas

This study develops and applies professional housing affordability indices for selected Nigerian urban areas, providing a methodologically rigorous measure of affordability gaps and their evolution over time across different city types and income groups. Housing affordability is a central concern of estate management policy, yet Nigeria lacks standardised affordability measurement frameworks that would enable evidence-based comparisons across cities and over time, and that could guide investment and policy targeting. The study employs a quantitative analytical methodology, constructing affordability indices for six cities representing all geopolitical zones: Lagos, Kano, Enugu, Port Harcourt, Maiduguri, and Abuja. Indices are computed using the Median Multiple (median house price to median household income), the Housing Expenditure Ratio (housing cost share of household income), and a composite Residual Income Affordability Measure that accounts for non-housing essential expenditures. Data are sourced from the NBS Household Living Standards Survey, Nigerian Exchange residential price data, estate surveyor market reports, and primary rental market surveys. Results show severe affordability problems across all six cities, with Lagos and Abuja showing the widest price-to-income gaps in owner-occupation and moderate affordability deficits in rental markets. Maiduguri shows the most severe rental affordability stress relative to local incomes due to conflict-related housing supply disruption. The study identifies divergent affordability trends between the formal and informal housing markets that composite indices may obscure. Recommendations include institutionalising an annual National Housing Affordability Index as a joint project of NIESV, NBS, and the Federal Ministry of Housing.
