Professional Analysis of Non-Governmental Organisation Roles in Post-Conflict Reconstruction in Borno State

Non-governmental organisations have been central actors in humanitarian response and early recovery programming in Borno State throughout the Boko Haram crisis, yet their effectiveness, coordination, and alignment with community-driven reconstruction priorities requires systematic professional analysis. This study examines the roles, contributions, and limitations of NGOs in post-conflict reconstruction in Borno State, North East Nigeria. A professional assessment methodology was employed, combining document review of seventeen NGO programme reports, structured interviews with twenty-three NGO programme managers and field officers, and beneficiary satisfaction surveys administered to ninety-six households across Maiduguri, Bama, and Gwoza LGAs. The Humanitarian Architecture and Coordination framework was applied as the analytical lens. Findings indicate that NGOs were effective in delivering emergency food assistance and health services but less effective in facilitating sustainable livelihoods and community governance reconstruction. Duplication of services in accessible Maiduguri peri-urban areas, while underserving remote liberated communities, was documented in programme mapping. Community participation in programme design was low, with only 22% of beneficiary respondents indicating meaningful input into programme priority-setting. Localisation commitments, requiring partnership with Borno-based civil society organisations, were partially implemented by 41% of assessed international NGOs. Staff turnover disrupted programme continuity at 60% of assessed organisations. Recommendations include mandatory community needs assessment before programme design, strengthened UN OCHA coordination requirements in Borno, and investment in capacity building of local civil society partners as a long-term reconstruction strategy.
