Professional Analysis of Technology Transfer and Capacity Building in Nigerian Telecom Infrastructure Projects: A Review of Tower Sharing Arrangements

Tower sharing arrangements between telecommunications operators offer significant infrastructure cost savings and accelerate network expansion, but their technology transfer and local capacity building implications in the Nigerian context deserve systematic professional evaluation. This study professionally analyses the technology transfer and capacity building outcomes of tower sharing arrangements in Nigeria's telecom infrastructure sector, with particular reference to independent tower companies including IHS Towers and American Tower Corporation operations in Nigeria. A mixed-methods professional analysis was applied, combining document review of NCC passive infrastructure sharing regulations, tower company annual reports and sustainability disclosures from 2020 to 2023 with structured interviews of 30 telecom infrastructure professionals, NCC regulatory staff, and local supplier company representatives. Evaluation dimensions include Nigerian content in equipment procurement, local technician employment levels, knowledge transfer programme outputs, and NITDA-mandated skills transfer compliance. Descriptive and qualitative analysis were applied. Available technology transfer literature from Nigerian telecom infrastructure contexts identifies reliance on expatriate expertise for advanced tower maintenance and limited structured skills transfer programmes as the primary capacity building gaps. The Technology Transfer Framework by UNCTAD and the Nigerian Content Development Act provide the professional reference standards. Findings indicate significant employment localisation at operative levels but persistent expatriate dominance in engineering management. Recommendations address mandatory structured local talent pipelines, NCC-enforceable knowledge transfer milestones, and accreditation pathways for Nigerian tower engineers.
