Professional Evaluation of Gender Mainstreaming in Kano State Government Ministries

Gender mainstreaming, as a strategy for integrating gender equality considerations into all government planning, budgeting, and implementation processes, has been formally adopted by Nigerian federal and state governments, yet the depth of practical implementation in conservative northern states warrants professional examination. This study professionally evaluates gender mainstreaming practices in selected Kano State government ministries, focusing on the Ministries of Education, Agriculture, and Health. A professional organizational assessment methodology was employed, combining document review of gender mainstreaming policies, gender-disaggregated budget analysis for three fiscal years, and structured interviews with twenty-six ministry officials including gender focal points, planning officers, and senior administrators. The Gender Analysis Matrix was applied as the evaluation tool. Results indicate that gender focal point positions were filled in all three ministries but only 31% of focal points had received formal gender mainstreaming training in the preceding two years. Gender-disaggregated data collection was institutionalized in the Ministry of Health but absent from Agriculture and Education planning databases. Budget allocations with specific gender equality purposes constituted less than 4% of sectoral budgets in all three ministries. Senior female representation in decision-making positions was 18% in Health, 11% in Education, and 6% in Agriculture, all falling below the 35% federal gender equity benchmark. Recommendations include mandatory gender mainstreaming training for all planning officers, ring-fenced gender equity budget lines, and reporting requirements to the Kano State Ministry of Women Affairs on gender mainstreaming progress.
