Professional Evaluation of HSE Performance Benchmarking Practices Across Nigerian Upstream Petroleum Operators Under the NUPRC Safety Case Regime

The Nigerian Upstream Petroleum Regulatory Commission introduced a Safety Case regulatory framework for upstream operations under the PIA 2021, requiring operators to demonstrate acceptable risk levels and maintain robust safety management systems through systematic performance benchmarking. This study professionally evaluates HSE performance benchmarking practices across Nigerian upstream petroleum operators under the emerging NUPRC Safety Case regime. The study examines benchmarking methodologies adopted by eight operators of varying scale, from supermajors to indigenous independents, using NUPRC regulatory submissions, IOGP statistical report data, and industry workshop proceedings from 2022 and 2023. Lagging indicators including total recordable injury rate, lost time injury frequency, and hydrocarbon release event rates are analysed for trends over the 2018 to 2022 period and compared against IOGP global benchmarks for equivalent operation types. Leading indicator adoption rates, including management field visits, safety observation card completion rates, and pre-job risk assessment quality scores, are examined as predictors of lagging indicator performance. Analysis reveals that operators with the highest leading indicator compliance scores demonstrate lost time injury frequency rates 40 percent below the sector average. The study identifies significant gaps in safety culture measurement and near-miss reporting consistency as the primary limitations of current benchmarking practice. Recommendations for a NUPRC-sponsored cross-industry safety data exchange programme are developed, drawing on analogous initiatives in the UK North Sea and Australia's offshore sector.
