Professional Framework for Sustainable Building Commissioning in Nigerian Construction Projects

Building commissioning, the systematic verification that building systems operate as designed, is a critical quality assurance process that is largely absent from Nigerian construction project delivery culture, contributing to significant performance gaps between design intent and operational outcomes in completed buildings. This study develops a professional framework for sustainable building commissioning applicable to Nigerian construction project conditions, drawing on analysis of commissioning practice in ten recently completed major building projects in Lagos, Abuja, and Port Harcourt. Data were collected through semi-structured interviews with fifteen project architects, ten mechanical and electrical engineers, and ten client facilities managers, supplemented by review of contract documentation for commissioning provisions and post-occupancy performance data where available. The study identifies the principal gaps in current Nigerian commissioning practice as the absence of commissioning agents, inadequate testing and balancing of HVAC systems before handover, non-functional building management systems at occupation, and absent facilities manager training on building systems operation. A commissioning framework is proposed specifying five phases: pre-design commissioning scope definition, design review for commissioning intent, construction-phase systems testing, pre-occupancy functional performance testing, and post-occupancy commissioning review. Minimum documentation requirements and a commissioning agent specification are developed. Economic analysis of commissioning investment demonstrates average operational cost savings of twelve to fifteen percent on energy bills within three years of implementation in the reviewed projects where commissioning was partially applied. The framework is recommended for adoption as a NIOB practice standard for projects above a defined cost threshold.
