Professional Management of Carbon Credits and Environmental Benefits in Nigerian Community Forestry Programmes

This study examines the professional environmental management dimensions of carbon credit generation from community forestry programmes in Nigeria, assessing the management systems, verification requirements, benefit-sharing arrangements, and governance challenges associated with voluntary carbon market participation. Nigeria's community forestry sector has attracted increasing interest from voluntary carbon market investors, particularly in the context of REDD+ programmes in Cross River and Edo States, and the professional management of these programmes requires environmental management competencies spanning forest carbon measurement, regulatory compliance, community governance, and financial management. The study assesses three operational community forestry carbon programmes in Cross River, Edo, and Ekiti States through documentation review of verification reports, project design documents, and benefit-sharing agreements, supplemented by interviews with project developers (8), community programme representatives (20), Verra registry officials (2), and state forestry commission contacts (6). Results reveal that forest carbon measurement and monitoring methodologies are technically sound at all three assessed programmes, having been independently verified to VCS standards. However, community governance of benefit distribution is a significant management challenge, with contested benefit allocation processes in two of three programmes creating community conflict. Additionality claims, the demonstration that forest protection would not have occurred without the programme, face increasing scrutiny from carbon credit buyers. Long-term permanence of carbon stocks is threatened by inadequate community livelihood alternatives. Recommendations include mandatory community governance standards as a condition of Verra registration for Nigerian community forestry projects.
