Professional Management of Chemical Inventory and Hazardous Material Compliance in Downstream Oil and Gas Operations in Rivers State

The downstream oil and gas sector in Rivers State handles extensive inventories of hazardous chemicals including lubricants, solvents, corrosion inhibitors, and cleaning agents that require systematic management to ensure regulatory compliance and environmental protection. This study examines chemical inventory management systems and hazardous material compliance practices in eight downstream oil and gas service companies operating in Port Harcourt, Rivers State. Data were collected through structured interviews, document review, and observational audits of chemical storage and handling areas. Compliance was benchmarked against the Dangerous Goods and Hazardous Waste Management Regulations, Nigerian Oil Spill Detection and Response Agency requirements, and international best practices including REACH principles. Results show that most companies maintain digital chemical inventories but lack integration with procurement and waste disposal systems, resulting in inventory inaccuracies and accumulation of expired chemicals. Material safety data sheets were available for only 62 percent of chemicals on-site. Segregation of incompatible chemical classes was inadequate in three of eight facilities. Emergency response procedures specific to chemical incidents were present in all facilities, but staff drills had not been conducted in over twelve months in half the companies. The study recommends chemical lifecycle management frameworks, mandatory chemical inventory audits tied to operational license renewals, and engagement with the Petroleum Technology Development Fund to deliver targeted training for chemical management personnel.
