Project Management Practices and Development Program Delivery in Local Government: A Study of Onitsha North Local Government Area, Anambra State

This study examines how project management practices influence the delivery of development programs in Onitsha North Local Government Area of Anambra State, South East Nigeria. Local government development programs frequently suffer from poor planning, cost overruns, project abandonment, and failure to meet community expectations, often attributable to inadequate adoption of formal project management methodologies by council officials and contractors. This research is professionally motivated by the need to translate existing project management frameworks into practical tools for local government administrators. The study uses a survey design supplemented with documentary analysis of project files and completion reports. Primary data is collected from 120 respondents including local government project officers, contractors, community development association leaders, and supervising engineers. The Project Management Body of Knowledge Framework and the Results-Based Management Approach provide the theoretical grounding. Secondary data includes recent audit reports, Anambra State Ministry of Local Government publications, and academic literature on public project management in Nigeria. Both descriptive statistics and regression analysis are used. Findings are expected to demonstrate that local government areas that apply formal project management tools, including work breakdown structures, milestone tracking, and community feedback mechanisms, achieve significantly higher project completion rates and quality standards. Recommendations target the professionalization of local government project administration through structured training programs and institutionalized project evaluation systems.
