This study investigates the implementation of quality management systems (QMS) in steel rolling mills operating in Nigeria, assessing the challenges encountered in achieving and maintaining ISO 9001 certification and the performance outcomes associated with formal quality management adoption. Nigeria's steel rolling sector supplies reinforcement bar and structural sections to the construction industry, and product quality inconsistency has been identified as a recurring concern affecting structural safety. The study employs a cross-sectional survey methodology, with structured questionnaires administered to quality, production, and technical managers at twelve rolling mills located in Lagos, Delta, Anambra, and Kano States. Respondents assess QMS implementation depth, internal audit effectiveness, nonconformance management practices, and the impact of QMS adoption on product rejection rates and customer complaint frequency. The data are supplemented by review of mill quality records and testing certificates. Findings reveal that mills with full ISO 9001 certification demonstrate significantly lower internal rejection rates (2.3 percent versus 7.8 percent) and higher compliance with BS 4449 reinforcement bar standards than non-certified operations. Principal implementation challenges include high consultant dependency, inadequate statistical process control capability, and employee resistance to documentation requirements.
