Scaling Challenges for Growth-Oriented SMEs in Nigeria’s Pharmaceutical Distribution Sector

This study investigates the scaling challenges confronted by growth-oriented small and medium enterprises in Nigeria's pharmaceutical distribution sector, examining the operational, regulatory, financial, and human capital barriers that prevent promising distribution businesses from growing beyond the micro-enterprise level. The pharmaceutical sector is among Nigeria's most economically significant and professionally regulated industries, and its distribution infrastructure is dominated by formal enterprises whose growth is critical to ensuring medicine accessibility across the country. The study employs a qualitative multiple case study methodology, examining four pharmaceutical distribution SMEs in Lagos and Abuja that have demonstrated growth intent over the preceding three years but face identifiable scaling barriers. Data were collected through in-depth interviews with enterprise owners and senior managers, supplemented by financial record review with participant consent. Cross-case analysis applied a growth barriers taxonomy. Findings identify four primary scaling barriers: the high working capital requirements of pharmaceutical inventory financing, the complexity of NAFDAC regulatory compliance for new product categories, difficulty attracting and retaining qualified pharmacists and logistics managers at SME salary levels, and the competitive dominance of multinational pharmaceutical distributor subsidiaries in institutional sales channels. Licensing compliance costs impose a disproportionate administrative burden on smaller distributors. Recommendations include NAFDAC's development of a tiered licensing compliance framework that reduces administrative burdens for small distributors while maintaining quality standards, and the expansion of the Bank of Industry's pharmaceutical sector lending window.
