Social Dimensions of Disability and Exclusion in Rural Communities of Ebonyi State

Persons with disabilities in rural Nigeria face compounded forms of social exclusion rooted in cultural beliefs, inadequate infrastructure, and policy gaps that limit their participation in community life, education, and economic activity. This study examines the social dimensions of disability and exclusion in rural communities of Ebonyi State, South East Nigeria. A qualitative research design was adopted, employing in-depth interviews with twenty-two persons with physical and sensory disabilities and eight focus group discussions with community members and local health workers in Abakaliki, Ikwo, and Ezza North local government areas. The Social Model of Disability provided the theoretical framework. Findings reveal that cultural attributions of disability to spiritual punishment or maternal misconduct were prevalent in 68% of communities, contributing to social stigma and family concealment of disabled members. School attendance was significantly lower among children with disabilities due to inaccessible physical infrastructure and absence of special needs provisions in rural schools. Adults with disabilities were largely excluded from communal decision-making forums, including village town hall meetings and cooperative societies. Women with disabilities reported experiencing dual discrimination based on both gender and impairment status. Economic exclusion was nearly total in communities where agriculture required physical labor for which no adaptive tools were available. Families of persons with disabilities bore significant financial and social burdens with minimal state support. Recommendations include disability-inclusive community infrastructure investment, teacher training in inclusive education approaches, and social protection programs specifically targeting rural disabled populations in Ebonyi State.
