Speech Writing and Rhetoric in Nigerian Political Communication: A Professional Analysis of State Governor Addresses

This study conducts a professional rhetorical analysis of formal addresses delivered by state governors in Nigeria, examining the speechwriting conventions, rhetorical strategies, and communicative effectiveness of gubernatorial communication across a geographically representative sample of states. Political communication at the state executive level in Nigeria shapes public understanding of governance priorities, accounts for policy decisions to citizens, and performs the symbolic functions of state authority, yet the quality and professional standards of gubernatorial speechwriting have not been critically examined in the Nigerian context. The study analyses a corpus of 30 formal addresses, comprising six each from governors in Lagos, Kano, Rivers, Anambra, and Borno States, drawn from officially published state government sources for the years 2021 to 2023. Rhetorical analysis applies the classical framework of ethos, pathos, and logos, supplemented by contemporary political communication theory. Analysis attends to argument structure, evidence deployment, figurative language, audience address strategies, and the management of sensitive or contentious governance topics. Findings reveal significant variability in speechwriting quality across states, with Lagos and Rivers governors' offices demonstrating more developed professional communication standards. The deployment of ethos appeals, particularly personal credibility and continuity with predecessors, is the most consistent rhetorical strategy across all five states, while logos reasoning is frequently underdeveloped. Recommendations include the establishment of professionalised speechwriting functions within Nigerian state government communication departments.
