Statistical Framework for Monitoring and Evaluation of World Bank-Funded Education Projects in Nigeria

World Bank-funded education projects in Nigeria require robust statistical monitoring and evaluation frameworks to measure result indicator attainment, identify implementation bottlenecks, and provide evidence for project restructuring and loan disbursement decisions. This study develops and applies a statistical M and E framework for the Better Education Service Delivery for All (BESDA) project, a World Bank-funded basic education intervention operating across 10 northern Nigerian states. Baseline and midline survey data were analysed using difference-in-differences estimation to assess programme impact on out-of-school children reduction, learning outcomes, and teacher attendance. Propensity score matching created comparable treatment and control school groups. Process monitoring indicators including Disbursement-Linked Indicator achievement rates and implementation completion indices were computed quarterly. Difference-in-differences estimates showed a statistically significant 14.2 percentage point reduction in out-of-school rates in BESDA LGAs compared to controls (p < 0.001) at midline. Teacher attendance improved by 9.4 percentage points in intervention schools (p = 0.003). Learning outcome improvements were significant in numeracy but not literacy at the midline assessment. Propensity score matching confirmed the robustness of impact estimates to selection bias. DLI achievement rate was 73 percent at midline against an 80 percent target. The study provides a professional statistical M and E operational blueprint for World Bank education project teams in Nigeria and recommends monthly data quality audits.
