Strategic Information Management in Public Sector Institutions: A Study of Selected Ministries in Kano State

This study examines strategic information management practices and their contribution to operational effectiveness in selected public sector ministries in Kano State, within Nigeria's North West geopolitical zone. Information is increasingly recognised as a strategic organisational asset, yet its deliberate management within Nigeria's state ministries remains inconsistently practised, with implications for policy coherence and service delivery. The study adopts a professional application framework, targeting directors of administration, information officers, and senior records managers in six Kano State ministries. Data are gathered through structured questionnaires and policy document analysis. The Information Resource Management (IRM) Theory and the Knowledge-Based View of the Firm provide the theoretical anchors, with literature from 2020 to 2024 informing the contextual analysis. Dimensions examined include information acquisition processes, storage infrastructure, dissemination channels, and strategic utilisation in policy formulation. The study also evaluates how information management functions are integrated into ministerial strategic planning frameworks. Findings are expected to reveal significant gaps between policy intent and operational practice. Recommendations target the Kano State Ministry of Planning and Budget and the Office of the Secretary to the State Government.
