Study of Organisational Challenges Facing Producer Cooperatives in the Solid Minerals Sector in Plateau State

Producer cooperatives in the solid minerals sector organise artisanal miners and small-scale producers for collective marketing, safety compliance, and resource management. In Plateau State, where tin and columbite mining have long histories, such cooperatives face distinctive organisational challenges. This study examined the organisational challenges facing solid minerals producer cooperatives in Plateau State, North Central Nigeria. A descriptive qualitative and quantitative survey was conducted among sixty cooperative leaders and 130 miner-members from eight producer cooperatives in Jos North, Barkin Ladi, and Bukuru. Structured questionnaires and key informant interviews collected data on organisational structure, governance, regulatory compliance, access to processing equipment, and market linkages. Thematic and descriptive analysis were applied. Major challenges identified included informal mine operator interference in cooperative decision-making (68.4 percent of cooperatives), inadequate equipment access (89.5 percent), weak regulatory compliance with mining safety standards (73.7 percent), and inability to negotiate favourable mineral offtake prices (78.9 percent). Relationship with the state Mining Cadastre Office was described as adversarial by 55 percent of cooperative leaders. Only two of eight cooperatives had formal market linkage agreements. The study recommends state government mediation to improve cooperative relationships with the mining regulatory environment, subsidised equipment leasing for cooperatives, and formal collective marketing agreements negotiated through the state mineral producers association.
