Study of the Pattern of Industrial Land Use in the Trans-Amadi Industrial Layout, Port Harcourt

This study examines the pattern of industrial land use in the Trans-Amadi Industrial Layout in Port Harcourt, Rivers State, South South Nigeria, one of the most significant industrial zones in the South South geopolitical zone, investigating land use changes, compliance with zoning regulations, and the state of infrastructure within the layout. Trans-Amadi was designed as a dedicated industrial zone to accommodate petrochemical, manufacturing, and engineering service companies, but decades of economic pressure and inadequate planning enforcement have resulted in land use changes that challenge the zone's original functional character. The study employs a physical land use survey combined with a review of Rivers State Planning Authority records and structured interviews with 30 industrial occupiers, 10 zoning compliance officers, and 15 estate surveyors familiar with the layout. The survey records the current use of each plot in four designated sections of Trans-Amadi against its approved industrial designation. Findings show that 24 percent of plots have been converted from light or heavy industrial use to commercial services, warehousing, or mixed use, reflecting the economic realities of industrial occupiers who have diversified into services. Infrastructure within the layout, including internal roads, drainage, and electricity supply, is rated poor to very poor by 70 percent of respondents, discouraging new industrial investment. Unauthorised sublet and plot subdivision is common. Recommendations include a comprehensive Trans-Amadi master plan review, infrastructure rehabilitation funded through industrial zone levies, and a facilitated regularisation scheme for non-conforming occupiers.
