Survey of Telecommunications Regulatory Compliance Among Internet Service Providers in Rivers State

Regulatory compliance by licensed telecommunications operators is fundamental to ensuring service quality, consumer protection, and fair competition in Nigeria's communications market. This study surveys the extent of compliance with Nigerian Communications Commission regulations among internet service providers operating in Rivers State, South South Nigeria, focusing on quality of service standards, consumer complaint management, and infrastructure licensing obligations. A descriptive survey design was adopted, combining review of NCC compliance inspection reports, structured interviews with fifteen internet service provider managers and regulatory affairs officers, and a consumer survey administered to 200 broadband subscribers. Compliance was assessed against the NCC Quality of Service Regulations 2012 and the Consumer Code of Practice 2007. Results indicate that only 38% of surveyed ISPs maintained full compliance with minimum advertised broadband speed delivery requirements. Consumer complaint resolution times exceeded the NCC-mandated 24-hour acknowledgment standard in 54% of documented cases. Infrastructure licensing status was current for all major operators but lapsed among 29% of smaller regional providers. Consumer satisfaction with complaint resolution processes was low, with 67% of surveyed subscribers reporting dissatisfaction. Recurring barriers to compliance included limited regulatory enforcement capacity in the South South zone and inadequate penalties for non-compliance. Recommendations include strengthened NCC regional enforcement presence in Rivers State, mandatory quarterly compliance reporting, and introduction of consumer data portability rights.
