The Cultural Politics of Repatriation and Nigerian Museum Heritage

The repatriation of Nigerian cultural objects from European museums has become one of the most politically charged questions in international cultural heritage policy, generating intense debate about justice, stewardship, identity, and the future of African museum collections. This study analyses the cultural politics of repatriation from the perspective of Nigerian cultural institutions, government actors, and artist communities, examining the discourse, policy positions, and institutional preparations surrounding ongoing repatriation negotiations. A qualitative research design employing critical discourse analysis and elite interviews is used, drawing on policy documents, diplomatic correspondence, museum position statements, and media coverage from 2020 to 2024. In-depth interviews are conducted with 12 Nigerian museum directors and heritage officials, 8 traditional rulers whose communities have claims to specific objects, and 10 contemporary artists who have engaged with the repatriation issue in their creative practice. The theoretical framework draws on postcolonial theory, museum ethics, the heritage rights literature, and the global art history discourse. The study examines what institutional, infrastructural, and political conditions in Nigeria would need to be met to ensure that repatriated objects are adequately preserved and made accessible to Nigerian citizens, engaging critically with the argument made by some European museums that capacity concerns justify retention. A key contribution is the analysis of how Nigerian artists have represented the repatriation question in artworks that constitute a form of cultural advocacy. Findings are intended for the National Commission for Museums and Monuments, cultural policy advocates, and international heritage law scholars.
