The Effectiveness of Open and Distance Learning for Adult Skill Development in Kaduna State

This study evaluates the effectiveness of open and distance learning modalities in facilitating adult skill development in Kaduna State, North West Nigeria. The National Open University of Nigeria and a range of state-level open learning institutions offer distance programmes to adult learners who cannot access conventional full-time education due to work, family, or geographic constraints. Kaduna State hosts a significant adult learner population with diverse skill development needs spanning business, technology, and health. This study uses a descriptive survey design, collecting data from 200 adults enrolled in distance learning programmes at NOUN's Kaduna Study Centre and Kaduna State Polytechnic's part-time school. Skill development outcomes are assessed using self-reported competency improvement, certification attainment, and job role enhancement. Descriptive statistics and regression analysis are applied. Findings reveal that ODL participants report significant skill gains in business administration, information technology, and professional writing. Employment-relevant skill development is more strongly associated with programme completion than partial participation. Access to learning materials and facilitator responsiveness are the strongest predictors of learner satisfaction and skill gain. Female learners report higher programme satisfaction but face greater time management challenges. The study concludes that ODL is an effective skill development pathway for adults in Kaduna State when supported by adequate learning materials and responsive tutoring. It recommends that NOUN invest in dedicated study support centres in underserved local government areas within Kaduna State.
