The Role of Non-Governmental Organisations in Social Welfare Delivery in Delta State, South South Nigeria

Non-governmental organisations have become indispensable actors in the delivery of social welfare services in Nigeria, particularly in areas where government presence is limited. This study examines the role of NGOs in social welfare delivery in Delta State, focusing on their operations in Warri, Asaba, and Agbor. A descriptive survey method is adopted, with data collected from 100 respondents including NGO staff, beneficiaries, and government welfare officers through structured questionnaires. Data are analysed using frequencies and percentages. The study finds that NGOs in Delta State are engaged in livelihood support, orphan care, domestic violence response, health education, and skills training, filling critical gaps in state welfare infrastructure. However, sustainability of these services is a perennial challenge due to donor dependency, inadequate staff capacity, and limited coordination with government welfare institutions. Beneficiaries report that NGO services are inconsistently available and often concentrated in urban areas rather than oil-producing rural communities with greater need. Recommendations include strengthening state-NGO collaboration frameworks, implementing minimum service standards for NGO welfare programming, and encouraging NGOs to invest in local capacity building to reduce dependency on expatriate expertise.
