Evaluating the Financial Soundness of Pension Fund Administrators Using Actuarial Metrics in Nigeria

This study evaluates the financial soundness of licensed pension fund administrators in Nigeria using actuarial performance metrics and regulatory financial data. The soundness of PFAs directly affects the retirement security of millions of Nigerian workers whose pension savings are entrusted to these institutions. While PENCOM publishes quarterly fund performance reports, a systematic actuarial evaluation of PFA financial health using metrics beyond simple return comparisons has not been conducted in academic literature. This study uses PENCOM quarterly reports, PFA audited financial statements, and fund composition data for all 19 licensed PFAs for the period 2020 to 2023. Financial soundness is assessed using actuarial metrics including funding adequacy ratio, liquidity coverage ratio, investment diversification index, and fee-adjusted net real return. A composite soundness index is constructed and PFAs are ranked. Regression analysis identifies determinants of soundness variation. Findings reveal significant variation in financial soundness across PFAs, with the top three institutions scoring more than twice as high as the bottom three on the composite index. Fee structures and administrative cost efficiency are the strongest differentiators among similarly-sized PFAs. The study concludes that actuarial evaluation of PFA financial soundness reveals important information beyond simple return comparisons and should inform contributor choice. It recommends that PENCOM publish an annual actuarial soundness ranking of PFAs in a format accessible to contributors to improve market discipline.
