Record Keeping and Data Management in Non-Formal Education Programmes in Anambra State

This study examined record keeping and data management practices in non-formal education programmes in Anambra State, South East Nigeria. Systematic data management is essential for evidence-based programme improvement, resource accountability, and policy advocacy; yet the adequacy of record keeping in Nigeria's non-formal education sub-sector remains poorly documented. The study employed a descriptive survey design involving 60 programme managers, data officers, and senior facilitators drawn from four local government areas. Document audits, questionnaires, and structured interviews formed the data collection framework. Findings revealed widespread deficiencies in record keeping practices, including incomplete learner enrolment records, absent attendance tracking systems, missing facilitator qualification documentation, and non-existent learner outcome data. Record keeping was predominantly paper-based, prone to deterioration, and rarely backed up in any form. Programme managers acknowledged that poor data availability significantly hampered their ability to prepare accurate reports for funding agencies and government authorities. A minority of centres had experimented with mobile phone-based data capture tools, yielding promising improvements in data completeness and accessibility. Recommendations include developing a simple standardised record keeping manual for all non-formal education centres in Anambra State, introducing mandatory digital data capture training for programme administrators, establishing a state-level non-formal education management information system, and incorporating data quality reviews into regular supervisory visit protocols. Clear data retention and privacy guidelines should also be developed to govern the handling of learner information.
