Urban Development Planning and Management of Informal Settlements in Onitsha, Anambra State

Informal settlements present a persistent governance challenge in Nigerian cities, demanding professional urban management responses that balance upgrading objectives with community rights. This study examines approaches to the planning and management of informal settlements in Onitsha, Anambra State, from the perspective of practicing urban development managers. A professional application research design was adopted, combining review of settlement upgrading projects implemented between 2018 and 2023 with in-depth interviews of 14 planning and housing managers from the Anambra State Urban Development Board, Onitsha Local Government, and international development agencies active in the state. The study assesses the management frameworks used, challenges encountered, and outcomes achieved in three targeted informal settlement improvement projects. A diagnostic mapping exercise documenting settlement conditions, infrastructure deficits, and community organization structures was also conducted. Findings are expected to highlight the dominance of top-down management approaches that limit community ownership and sustainability of improvements, alongside capacity gaps within local planning authorities that constrain effective ongoing settlement management. The study further analyses financial management challenges in sustaining upgrading investments beyond the initial project period. Recommendations address development of integrated settlement management frameworks, capacity building for local government settlement management teams, community participation protocols for upgrading project design, and establishment of resident management boards for maintaining upgraded settlement infrastructure.
