Professional Approaches to Environmental Impact Assessment in Urban Planning in Rivers State

Environmental impact assessment is a statutory planning instrument in Nigeria, but its professional application in urban development projects is frequently subject to quality concerns, procedural shortcuts, and inadequate post-approval monitoring. This study examines professional approaches to environmental impact assessment in urban planning contexts in Rivers State, evaluating both the quality of EIA practice and the institutional framework governing urban development EIAs. A professional practice research design was used, reviewing a sample of 25 EIA reports submitted for urban development projects in Rivers State between 2019 and 2023. Assessment quality was evaluated using a structured checklist adapted from IAIA professional standards. Interviews were conducted with 12 EIA practitioners, Rivers State Ministry of Environment reviewers, and urban planning officers to understand workflow, professional challenges, and monitoring arrangements. Findings are expected to document variable EIA quality, frequent underestimation of cumulative impacts in urban project assessments, limited monitoring of EIA conditions by responsible authorities, and inadequate community consultation documentation in submitted reports. The study identifies specific professional capability gaps and recommends remediation pathways. Recommendations address introduction of a state EIA quality assurance system, mandatory accreditation of EIA consultants working in Rivers State, standardized community consultation protocols for urban project EIAs, a public registry of approved EIA conditions and monitoring reports, and integration of EIA outcome tracking into planning permit management systems.
