Urban Environmental Management and Planning Responses to Industrial Pollution in Kaduna South

Urban areas hosting significant industrial activity face distinct environmental management challenges, requiring coordinated planning responses to protect residential communities from pollution exposure. This study examines urban environmental management approaches and planning responses to industrial pollution in Kaduna South, home to one of Nigeria's most significant concentrations of textile and chemical processing industries. A professional application methodology combining document review, environmental monitoring data analysis, and institutional interviews was employed. Eleven environmental management professionals from the Kaduna State Environmental Protection Agency, Kaduna Investment Promotion Agency, and affected industrial companies were interviewed on pollution monitoring protocols, planning enforcement actions, and community complaints management. Air and water quality monitoring data from agency records spanning 2020 to 2023 were analyzed. Findings are expected to reveal persistent exceedances of national ambient air quality standards in proximity to major industrial clusters, limited enforcement of pollution control permits, and inadequate buffer zone maintenance between industrial areas and residential zones. The study evaluates the effectiveness of existing Environmental Impact Assessment requirements in preventing new industrial pollution sources. Recommendations address revision of industrial zoning regulations, mandatory installation of continuous emission monitoring systems in major industries, strengthened planning permit conditions for pollution control, community right-to-know provisions, and development of a comprehensive Kaduna South Industrial Environment Management Plan.
