Analysing the Effectiveness of Metropolitan Planning Institutions in Managing Urban Growth in Kano

Metropolitan planning institutions are critical intermediaries between state-level spatial visions and the local development decisions that collectively shape urban form. This study empirically analyses the institutional effectiveness of metropolitan planning in managing urban growth in Kano Metropolitan Area, evaluating the Kano State Physical Planning Authority and related agencies. Using an institutional analysis and development framework, the study examines governance structures, rule-in-use versus rule-in-form, coordination mechanisms, resource endowments, and outcome accountability systems. Data were collected through 35 semi-structured interviews with planning officials, state ministry representatives, local government officers, and academic planning experts, supplemented by a household survey of 300 residents on planning outcomes perceived. Document analysis of spatial plans, development permit databases, and enforcement records from 2018 to 2023 provided secondary evidence. Findings are expected to reveal significant disconnects between legislated metropolitan planning authority and actual jurisdictional reach, coordination failures between state and local government planning organs, resource constraints limiting proactive plan implementation, and political interference in planning decisions. The study develops a metropolitan governance typology applicable to comparable Nigerian metropolitan areas. Recommendations address constitutional reform to clarify metropolitan planning mandates, establishment of a dedicated Kano Metropolitan Planning Authority with cross-boundary jurisdiction, introduction of intergovernmental urban governance agreements, and performance accountability frameworks for metropolitan planning outcomes.
