Designing Hausa Language Community Radio Programming for Rural Development in Kebbi State

Community radio in indigenous languages represents a powerful tool for rural development communication, enabling locally relevant information on agriculture, health, governance, and education to reach rural communities in formats they trust and understand. This study examines the design and management of Hausa language community radio programming for rural development in Kebbi State, drawing on analysis of existing community radio practice and development communication theory. A professional applied communication design was employed, reviewing programming output and listener feedback from two community radio stations in Birnin Kebbi and Zuru local government areas. Focus group discussions with 80 rural community listeners across six villages assessed programme relevance, comprehensibility, and perceived usefulness. Interviews with 12 community radio programme managers, development communication specialists, and Kebbi State Agricultural Development Programme extension officers examined coordination between radio programming and development programme activities. Findings reveal that community radio in Hausa is the most trusted information source for rural residents of Kebbi State but that programming design frequently lacks participatory content development, leading to programmes that address topics of interest to programme managers rather than community priority concerns. Agricultural and health content is highly valued but often insufficiently grounded in local farming and health realities. Recommendations include introduction of participatory programme design processes involving farmer groups, women's associations, and youth groups in programme planning, training of community radio presenters in interactive Hausa communication techniques, and formal linkage of community radio programming with Kebbi State development programme content calendars.
