Developing Hausa Language Training Materials for Police Community Relations Officers in North Central Nigeria

Effective communication between police officers and Hausa-speaking communities in North Central Nigeria is essential for community policing, crime reporting, and building public trust in law enforcement, yet many police community relations officers working in Hausa-speaking areas lack adequate Hausa language communication training. This study develops and evaluates Hausa language training materials specifically designed for Police Community Relations Officers in North Central Nigeria, focusing on Kwara, Kogi, and Niger states where Hausa functions as a significant inter-community language. A professional applied language training design was employed, beginning with a needs analysis involving 40 Police Community Relations Officers across the three states through questionnaires and interviews, followed by consultations with 15 community leaders and 6 senior police officers on communication effectiveness priorities. Training materials covering greeting protocols, community dialogue facilitation, crime reporting facilitation, and conflict de-escalation communication in Hausa were developed. Materials were piloted with a group of 25 police officers in Niger State over a six-week period, with pre and post competency assessments. Findings from the needs analysis reveal that officers' self-reported Hausa competency is generally functional for basic interaction but insufficient for complex community dialogue situations. Pilot evaluation data show significant competency gains in community dialogue facilitation and crime reporting facilitation after training. Recommendations include formal incorporation of Hausa language training into Nigeria Police Force community relations officer training curricula in relevant states.
