The Administration of Igbo Language Programmes in Distance Learning Institutions in Nigeria: A Study of NOUN

This study investigates the administration of Igbo language programmes within the National Open University of Nigeria, focusing on programme design, student support services, delivery modalities, and quality assurance mechanisms. Distance learning institutions occupy a strategically important position in expanding access to Igbo language education beyond the geographic and logistical limitations of conventional residential universities, particularly for adult learners and working professionals. The research employs a qualitative institutional ethnography approach, drawing on semi-structured interviews with twelve programme administrators, eight course facilitators, and twenty-four enrolled students across four NOUN study centres in the South East geopolitical zone. Document analysis of course materials, learning management system engagement data, and student feedback records supplements the interview data. Findings indicate that while programme design frameworks are pedagogically sound, implementation is hampered by digital access inequality among students, inconsistent facilitator availability at study centres, and the absence of Igbo-language audio-visual learning materials adapted for distance learning formats. Student retention rates for Igbo language courses are found to be lower than the institutional average, attributed to motivational and material access barriers. The study recommends investment in Igbo digital courseware development and structured study centre facilitator training.
