Evaluation of Optometry Outreach Programs for Underserved Populations in Delta State

Outreach optometry programs are a vital strategy for extending eye care access to populations living far from established clinical facilities, particularly in riverine and rural communities. This study evaluates the reach, effectiveness, and sustainability of optometry outreach programs targeting underserved communities in Delta State, South South Nigeria. A mixed-methods design will be employed, combining a retrospective review of outreach activity reports from five registered outreach programs conducted over three years with structured interviews involving 20 program coordinators and 60 community beneficiaries. Key indicators reviewed will include number of patients reached, diagnoses made, referrals completed, spectacles dispensed, and follow-up mechanisms. Thematic analysis will be applied to qualitative interview data. The study anticipates that while outreach programs generate high patient volumes, referral completion rates and provision of follow-up care will be consistently low, limiting long-term patient benefit. Findings will be submitted to the Delta State Ministry of Health and partner non-governmental organizations to guide improved outreach program design, resource allocation, and referral pathway strengthening. This research contributes to the evidence base for sustainable outreach optometry in Nigeria's South South zone and provides a practical evaluation framework that can be replicated in other states implementing community-based eye care programs.
