Petroleum Law and Youth Employment: Evaluating Local Workforce Mandates in Cross River State

This study evaluates the effectiveness of local workforce mandates under the Nigerian Content Act 2010 and the PIA 2021 in generating youth employment in Cross River State, South South Nigeria. Cross River State lies at the periphery of Nigeria's oil-producing region but hosts significant midstream petroleum infrastructure. Using a mixed-methods approach, the study administers structured questionnaires to 90 young residents aged 18 to 35 in Calabar, Akamkpa, and Obanliku, and conducts follow-up interviews with six human resource managers in petroleum-linked companies. NCDMB workforce compliance reports from 2021 to 2024 are used as secondary data. Findings reveal that local content workforce requirements are frequently circumvented through the use of subcontracting arrangements that do not qualify for compliance reporting. Young people in Cross River State report low awareness of petroleum employment pathways and limited access to skills training relevant to the sector. The study recommends enhanced NCDMB monitoring of subcontracting chains and targeted vocational development partnerships between operators and state technical colleges.
