Managing Ethnic Conflict and Human Rights in Local Government Administration: A Study of Nasarawa State

This research examines the role of local government administration in managing ethnic conflict and protecting human rights in Nasarawa State, North Central Nigeria, a state characterized by significant ethnic diversity and recurrent intercommunal violence. Local governments are constitutionally the third tier of governance and serve as primary first responders to communal conflicts, yet their institutional capacity for human rights-based conflict management remains underdeveloped. The study adopts a professional application methodology, conducting structured interviews with local government chairmen, traditional rulers, community peacekeeping committee members, and Nasarawa State government officials in Lafia, Keffi, and Akwanga local government areas. Secondary data draw on the Internal Displacement Monitoring Centre's Nigeria data and Nasarawa State Ministry of Local Government reports on conflict incidents from 2020 to 2024. Findings reveal that local government responses to ethnic conflict are predominantly reactive rather than preventive, driven by political calculations rather than human rights principles, and suffer from inadequate budgetary resources for community peace infrastructure. The study further identifies the absence of formalized human rights training programs for local government administrative officers as a systemic gap. A professional capacity development framework for local government conflict management that integrates human rights principles is proposed. Recommendations include mandated peace committees with human rights mandates, conflict early warning systems at the local government level, and inter-local government coordination mechanisms.
