Evaluation of Spectrum Management Practices and Compliance Monitoring by the Nigerian Communications Commission

Efficient spectrum management by the national regulatory authority is foundational to orderly development of the radio communications environment, ensuring interference-free operation of licensed services and enabling optimal utilization of a limited national resource. This study evaluates the spectrum management practices and compliance monitoring effectiveness of the Nigerian Communications Commission, examining regulatory frameworks, enforcement mechanisms, and technological tools employed. A professional review methodology was adopted, combining document analysis of NCC spectrum policy instruments, annual reports, and compliance enforcement records with structured interviews with seven NCC spectrum management division officers and five telecommunications industry regulatory compliance managers. Findings indicate that Nigeria's frequency allocation table has undergone significant revision in the 2020 to 2024 period to incorporate internationally harmonized bands for IMT services, demonstrating alignment with ITU Radio Regulations. However, spectrum occupancy monitoring infrastructure is concentrated in Lagos and Abuja, leaving significant geographic gaps in northern and southern rural coverage. Enforcement actions against unauthorized spectrum users increased by 34% between 2022 and 2024, but conviction rates in enforcement proceedings remained below 40% due to evidentiary and judicial capacity constraints. Unauthorized FM radio transmitters in commercial areas of secondary cities were identified as a persistent enforcement challenge. Recommendations include deployment of additional spectrum monitoring stations in geopolitical zone capitals, development of automated interference detection systems, and strengthening of evidentiary capacity for spectrum enforcement cases.
