Evaluation of Corporate Telecommunications Procurement Practices in Nigerian Oil and Gas Companies in the Niger Delta

Telecommunications systems constitute a critical operational infrastructure for oil and gas companies in the Niger Delta, supporting safety-critical communications, process control data transmission, and corporate connectivity across distributed onshore and offshore facilities. This study evaluates the telecommunications procurement practices of oil and gas companies operating in the Niger Delta, examining vendor selection criteria, technology specifications, contract management, and lifecycle cost considerations. A professional survey design was employed, with structured questionnaires and semi-structured interviews administered to twenty-two telecommunications managers, procurement officers, and IT directors at international oil companies and indigenous producers operating in Rivers, Bayelsa, and Delta States. Results reveal that procurement decisions in the sector are predominantly driven by brand familiarity and relationship-based vendor selection rather than systematic total cost of ownership analysis, with only 38% of organizations applying formal TCO methodologies. Technology specifications in tendered contracts frequently referenced obsolete communication standards, indicating a gap between procurement capabilities and current industry best practices. Cybersecurity requirements were absent from telecommunications procurement specifications at 44% of surveyed organizations. Post-contract performance management was inconsistent, with formal service level agreements maintained by only 56% of procurement contracts reviewed. Recommendations include adoption of ITU-T standardized procurement reference frameworks, mandatory cybersecurity annexes in telecommunications contracts, and capacity building in telecommunications procurement specialization for supply chain professionals in the sector.
