Professional Study of Community Policing Models and Their Effectiveness in Reducing Crime in Rivers State

Community policing, as a collaborative approach to crime prevention through active engagement between police and community members, has been formally adopted as a policy priority by the Nigeria Police Force, yet evidence on its practical effectiveness in the South South geopolitical zone is limited. This study professionally examines community policing models and their effectiveness in reducing crime in selected communities in Rivers State. A professional evaluation methodology was employed, combining review of Rivers State Police Command community policing records, structured questionnaires administered to 220 community residents across Obio-Akpor, Bonny, and Ogba-Egbema-Ndoni LGAs, and interviews with twenty-two police community liaison officers and community vigilante leaders. The Problem-Oriented Policing and Broken Windows theories were applied comparatively. Results indicate that communities with active Community Policing Forums reported 34% lower rates of residential burglary and 27% lower rates of street robbery than comparable communities without structured forums, based on community crime victimization survey data. Trust between community members and police was significantly higher in forum communities, with 58% of residents rating police-community relations positively compared to 24% in non-forum communities. Key implementation challenges included police officer rotation disrupting relationship continuity, inadequate resourcing of forum activities, and absence of female representation in forum leadership. Extortion by police officers was identified by 41% of respondents as a persistent trust-undermining behavior. Recommendations include consistent officer assignment to community policing beats, mandatory female membership in all community policing forums in Rivers State, and independent oversight of police conduct in forum areas.
