Social welfare delivery at the local government level in Nigeria's rural North Central communities is chronically underfunded, inadequately staffed, and poorly coordinated with state and federal social protection systems, leaving some of the country's most vulnerable populations without formal assistance. This study professionally assesses social welfare service delivery in three rural local government areas of Niger State: Lapai, Katcha, and Agaie. A professional service assessment methodology was employed, combining infrastructure and staffing audits at nine LGA social welfare offices, structured questionnaires administered to 200 community residents regarding service awareness and utilization, and interviews with twenty LGA social welfare officers and eight state-level supervisors. The Social Protection Systems Building Block framework provided the assessment structure. Results reveal that all three LGAs operated with severe staffing shortfalls, with an average of 2.3 qualified social welfare officers serving populations of between 80,000 and 120,000 residents. None of the assessed LGAs had a functioning social case management system. Awareness of available welfare services among community residents was very low at 18%. The most frequently provided service, birth and death registration, was available in all LGAs, while all other welfare services including child protection, disability support, and elderly care were absent from two of three areas. Annual social welfare budgets at LGA level averaged 3.2 million naira, equivalent to approximately 2,100 US dollars, covering basic office operations but no service programming. Recommendations include federal minimum staffing standards for LGA social welfare offices, ring-fenced state transfers for welfare programming, and community-based welfare outreach models in rural Niger State.
