Analysis of Technical Education Funding Through Public-Private Partnerships in Rivers State

This study analyses the role and outcomes of public-private partnerships in funding technical education in Rivers State, South South Nigeria. Chronic underfunding of public technical education institutions has prompted increased interest in private sector participation, but empirical evidence on the effectiveness of such partnerships in the Nigerian context is limited. A descriptive survey design is adopted, examining 10 technical institutions that have entered into public-private partnerships in Port Harcourt, Obio-Akpor, and Ikwerre local government areas. Data are gathered through structured interviews with 30 institutional administrators, 20 private sector partners, and 15 ministry officials, as well as document analysis of partnership agreements and budget records. Qualitative content analysis and descriptive statistics are employed. Findings are expected to reveal that while public-private partnerships have improved equipment provision and industrial attachment opportunities in some institutions, many agreements lack formal accountability structures, equitable benefit distribution, and long-term sustainability plans. The study also examines power dynamics between school administrations and private partners. Recommendations include standardised public-private partnership frameworks for technical education, independent monitoring bodies, and policy incentives such as tax relief for private sector partners. This study contributes to educational finance research in Nigerian vocational education and provides a practical basis for expanding well-structured public-private partnership models in Rivers State.
