Cargo handling efficiency at seaport terminals is a critical determinant of trade competitiveness and logistics cost for import-dependent economies like Nigeria. This study evaluates cargo handling efficiency at the Apapa Container Terminal in Lagos, one of Nigeria's busiest port facilities. A descriptive survey and process observation design was employed, with data collected from 100 shipping agents, terminal operators, and freight forwarders through structured questionnaires, supplemented by analysis of terminal throughput data and crane productivity records. The study measures turnaround time for container vessels, crane utilisation rates, gate processing times, and dwell times for import containers. Findings show that average vessel turnaround time at Apapa is approximately 7.2 days, significantly exceeding the global benchmark of 1 to 2 days, while import container dwell time averages 21 days due to documentation bottlenecks and congestion. Equipment downtime is identified as a persistent constraint, with crane availability rates below 70 percent. The study attributes inefficiency to a combination of ageing equipment, inadequate berth depth, port community system integration failures, and limited operating hours for government inspection agencies. Recommendations include the modernisation of cargo handling equipment, a dedicated 24-hour service window for Nigeria Customs Service and other port agencies, and the mandatory use of the National Single Window trade platform. These findings provide actionable insights for terminal operators and port reform advocates in South West Nigeria.
