Analysis of Transport Policy Implementation and Urban Mobility Outcomes in Kwara State

Policy implementation gaps are a persistent challenge in Nigerian transport governance, often resulting in a disconnect between stated policy objectives and actual urban mobility outcomes. This study analyses the implementation of transport policies and their effects on urban mobility outcomes in Kwara State, located in the North Central geopolitical zone. A descriptive documentary analysis and survey design was employed, drawing on official transport policy documents, implementation reports from the Kwara State Ministry of Works and Transport, and questionnaire data from 140 urban commuters and 30 transport sector officials in Ilorin. The study evaluates alignment between policy objectives, budgetary allocations, implementation activities, and mobility indicators such as average travel time, mode availability, and road safety statistics. Findings reveal significant implementation deficits, particularly in policies relating to urban bus route regulation, motor park development, and non-motorised transport provision. Budget releases for transport programmes consistently fall short of approved allocations by an estimated 40 percent, and inter-ministerial coordination on transport-land use integration is characterised as weak. Urban commuters report increasing travel times and declining service affordability over the five-year review period. The study recommends strengthened legislative oversight of transport budget implementation, performance benchmarking for transport agencies, and the establishment of a dedicated urban mobility unit within the state government to coordinate cross-sectoral transport planning.
