Strategic Management of Urban Public Transport Authorities in Lagos State: Challenges and Best Practice Frameworks

The strategic management of urban public transport authorities is central to delivering efficient and equitable mobility in large metropolitan areas. This study examines the strategic management challenges facing the Lagos Metropolitan Area Transport Authority (LAMATA) and evaluates best practice frameworks applicable to improving its organisational effectiveness. Adopting a professional case study design, data were gathered through structured interviews with 25 senior LAMATA officials, documentary review of strategic plans and annual reports from 2019 to 2024, and comparative analysis of transport authority management models from Nairobi, Accra, and Johannesburg. The study evaluates governance structures, strategic planning capacity, stakeholder engagement mechanisms, financial sustainability, and performance monitoring systems. Findings indicate that LAMATA has made commendable progress in professionalising urban transport management but faces persistent challenges related to funding instability, political interference in operational decisions, and weak contract monitoring capacity for its BRT concessionaires. Comparative analysis reveals that output-based aid financing models and independent performance audit boards have delivered measurable service improvements in peer African cities. The study recommends the establishment of a statutory independent oversight board, the transition to multi-year performance contracts with transport operators, and capacity building in data-driven strategic planning for mid-level management. These findings provide practical guidance for transport management professionals seeking to advance institutional effectiveness in Nigerian metropolitan transport authorities.
