Performance Evaluation of the State Road Maintenance Agencies in South East Nigeria

State road maintenance agencies are the principal institutional mechanisms for managing the condition of state and local road networks in Nigeria, yet their performance is inconsistently evaluated and poorly understood. This study evaluates the performance of road maintenance agencies across the five South East states, covering Abia, Anambra, Ebonyi, Enugu, and Imo, using a standardised performance assessment framework. A professional multi-case comparative design was employed, drawing on documentary analysis of agency budgets, maintenance expenditure records, road condition surveys, and structured interviews with 50 agency officials and road users. Performance is assessed across five dimensions: budget adequacy, expenditure efficiency, maintenance output, road condition improvement rates, and stakeholder satisfaction. Findings reveal significant performance disparities across the five states, with Anambra and Enugu agencies recording comparatively better output-to-expenditure ratios and more systematic maintenance planning. Budget releases fall below approved levels in all five states, averaging 55 percent of approved allocations annually. Road condition improvement rates are modest across the region, and stakeholder satisfaction is uniformly low. The study attributes performance variations to differences in leadership quality, procurement transparency, and workforce technical competence. Recommendations include the introduction of a regional road maintenance performance benchmark for South East states, peer learning exchanges between better and lower-performing agencies, and the establishment of a road maintenance performance audit unit within each state assembly.
