📖 ABSTRACT/OVERVIEW
This study examines the relationship between human resource development practices and organisational performance in selected State Universal Basic Education Boards in Nigeria, covering the South West, South East, North Central, and North West geopolitical zones. SUBEB institutions serve as the primary administrative organs for basic education delivery in Nigerian states, and their organisational capacity directly shapes school quality and education outcomes. The study adopts a descriptive survey design, targeting 260 SUBEB directors, senior programme officers, and planning and research staff. Data were gathered using a human resource development practices questionnaire and an organisational performance assessment index. Multiple regression analysis and structural equation modelling were applied. The study draws on Human Capital Theory, the Resource-Based View of the firm, and the Strategic Human Resource Management Framework. It examines training and development investment, performance management, career development pathways, and knowledge management as HRD dimensions predicting organisational effectiveness. Findings are anticipated to reveal that systematic training and structured performance management are the strongest predictors of SUBEB organisational performance. The study also assesses variation in HRD practices across states and geopolitical zones. Recommendations address the Universal Basic Education Commission and state governments on adopting integrated human resource development strategies for SUBEB institutions to enhance basic education management capacity nationwide.
