State governments in Nigeria play an increasingly important role in energy transition policy implementation as the amended Electricity Act 2023 devolves greater regulatory authority to state governments, yet systematic analysis of state-level implementation experiences is limited. This study examines the implementation of energy transition policies and programmes in Rivers State, South South Nigeria, evaluating institutional arrangements, programme outcomes, financing mobilised, and implementation challenges encountered between 2020 and 2024. Documentary analysis of state energy policies, budget allocations, project reports, and press releases was supplemented by interviews with senior officials in the Rivers State Ministry of Power, Rural Electrification Agency, and relevant private sector stakeholders. Programme evaluation frameworks adapted from public policy implementation theory were applied to assess alignment between policy design and delivery outcomes. Results indicate that Rivers State has deployed solar electrification projects reaching approximately 22,000 households through a combination of state budgetary funding and multilateral development finance, but implementation delays averaging 14 months have characterised major projects due to procurement bottlenecks, community land disputes, and contractor capacity limitations. The study identifies an absence of a dedicated state energy transition implementation unit as a structural gap and recommends establishment of a Rivers State Energy Office with technical staffing and multi-year operational budgets. Recommendations for other state governments seeking to accelerate energy transition implementation are synthesised into a framework of eight critical success factors.
