Environmental Compliance Management for Solar Project Developers in South East Nigeria

Solar energy project developers in South East Nigeria increasingly encounter environmental regulatory requirements that must be navigated during project siting, permitting, construction, and operation phases, yet practical guidance on environmental compliance management tailored to the regional regulatory context remains limited. This study examines environmental compliance management practices among solar project developers operating in Anambra, Imo, Enugu, Ebonyi, and Abia States, assessing awareness of applicable regulations, compliance track records, and management systems in place. Structured interviews and document reviews were conducted with 14 solar project development companies, covering regulatory permits obtained, environmental management plans prepared, environmental monitoring activities conducted, and enforcement encounters experienced. Compliance performance was evaluated against the National Environmental Standards and Regulations Enforcement Agency's environmental assessment guidelines and the Environmental Impact Assessment Act. Results reveal that 78 percent of projects below the 1-megawatt threshold proceed without formal environmental impact assessment, creating regulatory risk and community relations vulnerabilities. Project developers cite ambiguous regulatory thresholds, slow assessment approval timelines averaging nine months, and inconsistent state environmental agency requirements as primary compliance challenges. The study develops an environmental compliance toolkit for solar developers in South East Nigeria, incorporating a checklist of applicable permits, a community engagement template, and an environmental monitoring plan structure.
